Candlekeep is an exterior city world space, developed for the Skyrim TESV Engine using the Creation Kit. This level is designed on the original Candlekeep zone from the 1998 CRPG Baldur's Gate 1. As part of the development challenge, only 3D assets packaged with the Creation Kit were used for development. The area features more than 30 unique NPCs, multiple AI packages and quests, and significant cinematic quest-sequence scripting.

Candlekeep is a small fortress-city centered around a keep that houses a large library. This city is the starting location for the game, and provides a safe space for the player to learn the controls and interface. Candlekeep includes an inn and a shop, a temple for healing services, and a handful of tutorial quests for the player to explore.
